A match that was dominated by England for most parts, was won by the 2012 champions by 4 wickets and two balls to spare - a record run-chase in World T20 final

Swinging fortunes: 

West Indies smashed 18 runs off the 14th over to shift the momentum in their favour. However, England struck back with two wickets off the next two overs to snatch the initiative back. Even as Darren Sammy and Andre Russell have departed, Marlon Samuels is going strong from the other end.

Bravo departs: 

For the second time in as many World T20 finals, Marlon Samuels has slammed a half-century on a tricky pitch with his side in dire straits. The match is heading towards an exciting finish with West Indies needing to score at 12 runs an over for the next six overs.

Meanwhile, Dwayne Bravo departs in a bid to hit against the turn off Adil Rashid.

The required run rate is touching close to 11 with as many overs remaining. However, more importantly for West Indies, Marlon Samuels is striking the ball well and Dwayne Bravo has spent enough time at the crease. With three power-hitters and Denesh Ramdin to follow, the chase is very much on. The duo have put on a half-century stand off 52 balls.

West Indies are still looking tentative with their shot making. However, much like the 2012 final, Marlon Samuels is playing a superb innings. Crucial runs have been added. In the process, Samuels has become the second batsman after Kumar Sangakkara (138 runs in 3 innings) to score 100+ runs in WT20 Finals

The required rate isn't too high and one good partnership could make a big difference. The dew has already started setting in. As the game progresses, it is only going to make things difficult for the bowlers and fielders.

Root having a ball: 

England are off to a good start. After David Willey stifled Johnson Charles in the first over, Joe Root managed to dismiss him and Chris Gayle in the second over. It's a terrible start for the 2012 champions.

155-9: 

After a poor start and a mini collapse towards the end, England have managed to reach 155 for 9. The total may not be big, but it is the second highest posted in a World T20 final. Also, the par total at Eden Gardens is 150 runs. Good enough?

David Willey hit some big shots. But with Chris Jordan finiding it difficult to rotate the strike, it only made it difficult for England. In a bid to clear the fence, Willey's innings came to an end as he holed out to the fielder at deep mid wicket. West Indies are pulling back the run rate with some smart bowling.

Scoop fail: 

There seems to be no end to the procession of wickets. Joe Root failed in his mid to go scoop over the top of the short fine leg fielder, and paid with his wicket. So, no set batsman at the crease as England look to accelerate in the death overs.

Quick wickets: 

West Indies have struck back in quick succession to dismiss Ben Stokes and Moeen Ali. Stokes hit a few lusty blows, but his stay at the crease didn't last too long. Ali, too, departed after getting beaten for pace. A good platform has been disturbed.

Despite the fall of Jos Buttler's wicket, England are going strong. Joe Root has led the charge with a fine half-century. In the process, eh has also become England's highest run-getter in a single edition of World T20 (surpassing Kevin Pietersen's 248 runs in the 2010 edition).

Toss: 

Darren Sammy, West Indies captain, won the toss and elected to bowl in the final of ICC World T20 2016 at the Eden Gardens in Kolkata. Both teams - England and West Indies - are coming in with an unchanged Plaaying XI. Eoin Morgan, too, said that he would've bowled first had he won the toss.

Stafanie Taylor named Player of the Women's World T20

Stafanie Taylor, the West Indies Women's team captain, emerged as the player of the ICC Women's World T20, 2016, International Cricket Council (ICC) announced on Sunday (March 3). 

A panel, comprising Ian Bishop, Nasser Hussain, Mel Jones, Sanjay Manjrekar and Lisa Sthalekar, selected the 24-year-old Jamaican as the Player of the Tournament for her terrific all-round performance in the competition.

Taylor's team clinched their maiden women's title by defeating three-time champions Australia by eight wickets in the final at the Eden Gardens in Kolkata. 

Taylor, who scored a crucial half-century in the final, finished with 246 runs at an average of 41. She also picked up eight wickets to finish as the second-most successful bowler, behind Leigh Kasperek, Sophie Devine and Deandra Dottin who took nine wickets apiece, in the tournament.

Taylor is the first West Indian to be named Player of the Tournament in the women's competition. England's Claire Taylor (2009), Nicola Browne of New Zealand (2010) and England's Charlotte Edwards (2012) and Anya Shrubsole (2014) were the previous holders of the award.

Meg Lanning, the Australia captain, Suzie Bates, the New Zealand skipper and England's Edwards were among the names deliberated by the selection panel. Taylor's all-round exploits, her ability to hold the West Indies batting together, providing important breakthroughs and her tight bowling, however, influenced the panel to vote in her favour.

West Indies winning their maiden ICC Women's World Twenty20 title doesn't just bode well for women's cricket, but for the country as well given the cricketers' struggle with turmoil-filled West Indies Cricket Board (WICB).

Despite all the chaos, both the men's and women's teams have managed to keep their focus on the cricket - making the finals of the ongoing World T20. Stafanie Taylor, the West Indian captain, brushed aside the question with the same finesse that she did to the loose balls while on the field on Sunday (April 3) after guiding her side to their maiden title.

"We don't really get too caught up in what's happening," said Taylor. "We try and keep our focus on cricket. It's what we're here to do. We can't control what's going on there, so we don't focus on that. The bigger picture was making the final and winning it."

Hayley Matthews and Taylor made a daunting chase of 149 look simple with their straightforward approach of negotiating the good deliveries by rotating the strike and punishing the bad ones and making maximum gains. Thanks to their approach, the West Indies Women were able to chase down the highest total in a WT20 final.

"We never really discussed the total. We didn't get the start we wanted; scored just about nine runs in the first three overs, but it was good to keep wickets in hand. We just kept thinking that we could do this if we stayed in the middle and batted through the innings."

The pair shared a solid 120-run stand for the opening wicket and, together, took West Indies as close to the winning target as they could get. Britney Cooper and Deandra Dottin then took the side across the line with three balls to spare, with the Eden Gardens in Kolkata erupting into raucous applause.

"It was good to see the crowd today. There were a lot of West Indies fans and (it) was fantastic to see them cheering and shouting. They were behind us and were supporting us, which helped us to go forward. Britney Cooper was fantastic in the semifinal. Today, we had Hayley Matthews. We have players who can do it, but they just need to come out of their shells and be consistent. We need consistency and that's what we're trying to implement. We have to be consistent to compete with teams like England and Australia. It was good to see that we scored 143 the other day and chased down 148 today. It is fantastic to know that teams see that, and think, 'okay you have to score 160 to beat West Indies'," added Taylor.

While Matthews took on the role of the aggressor, Taylor was happy playing second fiddle as long as she kept the scoreboard ticking. Both scored half-centuries with their roles in the partnership apparent from their scores of 66 off 45 and 59 off 57 respectively. During their stand, they took apart the Australian bowlers with ease - something which sheds light on the impact of the inaugural edition of the Women's Big Bash League.

"The WBBL really helped us. Hayley is young and it was good for exposure for her to watch and learn. She's doing well right now. She has matured, which is evident in the way she played. Coming from Australia allowed me to know their bowlers a lot better and what they were coming out at me with. Working with some coaches there also helped me a lot in my batting. It also helped me with my patience and confidence.

"We need to move on from here, not just enjoy, but use this as a stepping stone to do great things. We don't want to stop here. We want to make sure that every time we play the T20 World Cup, we want to be in the final and compete," added Taylor.

The West Indian skipper was named Player of the tournament for her brilliant run of form with the bat. Playing the role of the anchor of the batting order, she scored 246 runs at an average of 41 along with eight wickets.

"I don't think it has sunk in as yet. We have a good feeling right now but it'll be special when it hits us. When we wake up in the morning, there'll be no cricket to play and when I see my trophy, I'm going to ask myself if this is real. When we touchdown in the Caribbean, that's when I think it will hit us. I know we're going to have a lot of people there and cameras and everything. That's when we're going to realise that we've won a World Cup," she beamed.

उत्तराखंड में सियासी संकट के बीच प्रदेश के लिए राहत की खबर यह है कि प्रदेश के नए पंचायत विधेयक और अन्य विधेयकों की राह में कोई कांटा नहीं है।

सदन में पारित इन विधेयकों को पारित माना गया है। अब इन विधेयकों को लेकर कसरत भी शुरू कर दी गई है। मुख्य सचिव शत्रुघ्न सिंह के मुताबिक चार माह के लिए मंजूर अनुदान मांगों पर राजभवन ने प्राथमिकताएं तय कर दी हैं। इस बजट को पेयजल, सूखा सहित बुनियादी चीजों पर खर्च किया जाएगा।

18 मार्च को सदन में वित्त विनियोग विधेयक पर हंगामा हुआ था। इससे पहले विभागों के बजट पारित हो गए थे। सूत्रों के मुताबिक वित्त विनियोग विधेयक को राजभवन ने माना की यह पारित नहीं हुआ है। ऐसे में विभागों के बजट भी अधर में लटक गए।

इस स्थिति में प्रदेश में आर्थिक संकट भी उठ खड़ा हुआ था। ऐसे में राजभवन ने चार माह की अनुदान मांगों को राष्ट्रपति की मंजूरी के लिए भेजा था। ये अनुदान मांगें भी राष्ट्रपति की ओर से स्वीकार कर ली गईं। शनिवार को मुख्य सचिव शत्रुघ्न सिंह ने बताया कि राजभवन ने इन अनुदान मांगों को खर्च करने की प्राथमिकताएं तय कर दी हैं। इस बजट को पेयजल, सूखा सहित अन्य बुनियादी जरूरतों को पूरा करने के लिए खर्च किया जाएगा।

प्रदेश के लिए राहत की बात यह है कि सदन में पारित विधेयकों पर कोई अड़चन नहीं है। उच्च पदस्थ सूत्रों ने इसकी पुष्टि की है। सदन नौ मार्च को आहूत हुआ था। इसके बाद सदन के पटल पर नए पंचायत एक्ट सहित अन्य विधेयक रखे गए थे।

17 मार्च को ही विभागीय बजट से पहले सदन के पटल पर पंचायती राज विधेयक, उत्तराखंड आवासीय विश्वविद्यालय विधेयक, उत्तराखंड अन्य पिछड़ा वर्ग संशोधन विधेयक, उत्तराखंड राज्य महिला आयोग संशोधन विधेयक आदि सदन से पारित किए गए थे। राजभवन ने इन सभी विधेयकों को पारित माना है। बताया जा रहा है कि इन विधेयकों को लेकर अब कसरत भी शुरू कर दी गई है।

चकबंदी विधेयक पर संशय की स्थिति
दूसरी ओर, एक महत्वपूर्ण विधेयक चकबंदी का है, जिसको लेकर अभी संशय की स्थिति है। 18 मार्च को वित्त विनियोग विधेयक के बाद चकबंदी विधेयक को सदन के पटल पर रखा जाना था। वित्त विनियोग विधेयक पर मत विभाजन की मांग पर हंगामा खड़ा हो गया था। उस समय हरक सिंह को वित्त विनियोग विधेयक को सदन के पटल पर रखना था।

हालांकि विधानसभा अध्यक्ष का उस समय साफ कहना था कि वित्त विनियोग विधेयक सहित अन्य विधेयक पारित कर दिए गए थे। बहरहाल, पंचायत एक्ट पर तस्वीर साफ होने से प्रदेश को राहत मिलेगी। इस एक्ट में पंचायतों को 29 विषयों में अधिकार देने के साथ ही पंचायतों को अपने स्तर से राजस्व अर्जन का अधिकार भी दिया गया है।

आप से अलग होकर उत्तराखंड में दावेदारी पेश करेगा ये मोर्चा

आम आदमी पार्टी

उत्तराखंड में मजबूत थर्ड फ्रंट के लिए उत्तराखंड रक्षा मोर्चा महागठबंधन की जमीन तैयार कर रहा है। आम आदमी पार्टी (आप) में विलय हुए मोर्चा के वरिष्ठ सदस्यों ने फिर से सक्रियता बढ़ा दी है।

मोर्चा ने आप से अलग होने का भी मन बना दिया है। मोर्चा प्रदेश के 10 प्रतिशत फौजी वोट बैंक के साथ रिटायर्ड नौकरशाहों के जरिये चुनावी वैतरणी पार करने की रणनीति पर चल रहा है।

प्रदेश में कांग्रेस, भाजपा का विकल्प देने के लिए नवंबर 2011 में रक्षा मोर्चा का राजनीतिक पार्टी के रूप में चुनाव आयोग में पंजीकरण हुआ। कांग्रेस सरकार के पूर्व कैबिनेट मंत्री और बाद में भाजपा में शामिल हुए लेफ्टिनेंट जनरल टीपीएस रावत (सेवानिवृत्त) के नेतृत्व में मोर्चा ने वर्ष 2012 के विधानसभा चुनाव में किस्मत आजमाई।

पहले ही चुनाव में मोर्चा का मत प्रतिशत भी ठीक ठाक रहा। टीपीएस ने समर्थकों के साथ कांग्रेस में घर वापसी की और मोर्चा का ‘आप’ में विलय हो गया। ‘आप’ के उत्तराखंड में विधानसभा चुनाव लड़ने पर स्थिति स्पष्ट नहीं किए जाने और मौजूदा सियासी समीकरणों को देखते हुए मोर्चा फिर से सक्रिय हुआ है।

पूर्व में भी ज्यादा से ज्यादा पूर्व सैनिकों और अर्द्ध सैनिकों को जोड़कर सैनिक बाहुल्य वाले इस राज्य में सियासी फायदा लेने की मोर्चा की रणनीति थी। इस बार भी मोर्चा पूर्व सैनिक, अर्द्ध सैनिकों के साथ ही अफसरशाही का अनुभव रखने वाले दिग्गजों और छोटे क्षेत्रीय दलों को जोड़कर चुनावी मोर्चा फतह करने की रणनीति पर आगे बढ़ रहा है।

मोर्चा ने पीसी तिवारी की परिवर्तन पार्टी, टुकड़ों में बंटे यूकेडी के विभिन्न धड़ों, यूकेडी से अलग हुए एपी जुयाल की देवभूमि जन विकास पार्टी, मलेथा आंदोलनकारी समीर रतूड़ी, प्रजामंडलम पार्टी समेत विभिन्न छोटे-छोटे दलों, संगठनों और सामाजिक कार्यकर्ताओं से मोर्चा में शामिल होने की अपील की है।

मोर्चा के संस्थापक मंडल की बैठक में सीआरपीएफ से रिटायर्ड डीआईजी बलराम सिंह नेगी को मोर्चा का अध्यक्ष बनाया गया है। मोर्चा के संस्थापक मंडल में उत्तराखंड आंदोलन में सक्रिय रहे मेजर जनरल शैलेंद्र राज बहुगुणा (सेनि), पूर्व वरिष्ठ आईएएस एसएस पांगती और पूर्व सैनिक अर्द्ध सैनिक संयुक्त संगठन के महासचिव पीसी थपलियाल शामिल हैं।

प्रदेश की जनता भाजपा, कांग्रेस की विकास विरोधी नीतियों के खिलाफ राजनीतिक विकल्प चाहती है। अरविंद केजरीवाल की तानाशाही के चलते आप में रहते कुछ सकारात्मक करना संभव नहीं। इसलिए मोर्चा ने महा गठबंधन की रणनीति पर काम शुरू कर दिया है। कांग्रेस के कुछ असंतुष्टों से भी उनकी वार्ता चल रही है।

भारत माता की जय पर छिड़ी बहस में अब महाराष्ट्र के मुख्यमंत्री देवेंद्र फडणवीस भी कूद पड़े हैं। उन्होंने नासिक में राज्य भाजपा कार्यकारिणी की बैठक को संबोधित करते हुए कहा कि देश में रहना है, तो भारत माता की जय बोलना ही होगा और जो भारत माता की जय नहीं बोल सकते, उन्हें देश में रहने का अधिकार नहीं है।

नासिक में महाराष्ट्र भाजपा की दो दिवसीय कार्यकारिणी की बैठक के बाद कार्यकर्ताओं को संबोधित करते हुए फडणवीस ने कहा कि देश में रहकर जो भारत माता की जय और वंदे मातरम नहीं बोल सकते, उनकी हम निंदा करते हैं। उन्होंने कहा कि यदि हम भारत में रह कर भारत माता की जय नहीं कहेंगे तो क्या पाकिस्तान की जय बोलेंगे या चीन की जय बोलेंगे। फडणवीस ने एमआईएम प्रमुख असदुद्दीन ओवैसी पर हमला बोलते हुए कहा कि अगर आपको भारत में रहना है, तो भारत माता की जय बोलना होगा। अगर ऐसा नहीं करते, तो आपको देश में रहने का अधिकार नहीं है।

फडणवीस ने यह भी कहा कि मुझे हैरानी होती है कि हम कहां जा रहे हैं। मुझे मेरे देश में ही भारत माता की जय बोलने में शर्म क्यों आ रही है। मुंबई स्थित माहिम दरगाह का जिक्र करते हुए फडणवीस ने कहा कि मैं जब दरगाह पर पहुंचा, तो वहां सैकड़ों मुसलमानों ने भारत माता की जय के नारे लगाए। यहां हिंदू-मुस्लिम के बीच भाईचारा है। फडणवीस ने दारूल उलूम के फतवे की भी निंदा की। उन्होंने कहा कि जो लोग देश तोड़ने की योजना बना रहे हैं, वे अपने मकसद में कभी कामयाब नहीं होंगे।

शास्त्री का अनुबंध खत्म, टीम इंडिया को मिल सकता है अब नया कोच

बीसीसीआई सचिव अनुराग ठाकुर ने कहा कि टीम डायरेक्टर रवि शास्त्री का अनुबंध खत्म हो गया है लेकिन यदि क्रिकेट सलाहकार समिति (सीएसी) चाहेगी तो शास्त्री का अनुबंध बढ़ाया जा सकता है।

बीसीसीआई का शास्त्री से टी-20 वर्ल्ड कप तक अनुबंध था।भारतीय टीम का वर्ल्ड कप अभियान सेमीफाइनल में हार के साथ समाप्त हो चुका है। सीएसी में दिग्गज सचिन तेंदुलकर, वीवीएस लक्ष्मण और सौरव गांगुली शामिल हैं। सीएसी का गठन पिछले साल जून में गठित किया गया था जिसके पास क्रिकेट से जुड़े सभी बड़े फैसले का अधिकार है।

अनुराग ठाकुर ने कहा कि रवि शास्त्री का अनुबंध समाप्त हो गया है यदि उनका अनुबंध बढ़ाया जाता है तो वह पूर्णकालिक कोच का होगा डायरेक्टर का नहीं। अब टीम डायरेक्टर की जगह पूर्णकालिक कोच की नियुक्ति होगी। एक ही पद होगा। सीनियर खिलाड़ियों की शास्त्री को लेकर अनुकुल राय के बारे में पूछे जाने पर बीसीसीआई सचिव ने कहा कि यह सीएसी के फैसले पर निर्भर करता है। जिम्बाब्वे के डंकन फ्लेचर के बाद टीम इंडिया का कोच पद रिक्त है शास्त्री बतौर टीम डायरेक्टर जुड़े थे।

आईपीएल से पहले हो सकता है कोच को लेकर फैसला

क्रिकेट सलाहकार समिति को कोच पद के लिए संभावितों के नामों की छंटनी करने को कहा गया है। इस संबंध में कोई फैसला तीन अप्रैल को टी-20 वर्ल्ड कप फाइनल के बाद ही होगा। हो सकता है आईपीएल की शुरुआत से पहले यह फैसला हो जाए। अभी तारीख तय नहीं हुई है।

रवि शास्त्री ने 2014 में इंग्लैंड के हाथों टेस्ट सीरीज में 1-3 की हार के बाद बतौर टीम डायरेक्टर दायित्व संभाला था। उनकी नियुक्ति के बाद भारत ने इंग्लैंड में वनडे सीरीज जीती। टेस्ट सीरीज में ऑस्ट्रेलिया से 0-2 से हारे और त्रिकोणीय सीरीज के फाइनल में नहीं पहुंच सके लेकिन उनके कार्यकाल में पिछले साल टीम इंडिया वनडे वर्ल्ड कप के सेमीफाइनल में पहुंची और ऑस्ट्रेलिया को उसके मैदान पर टी-20 सीरीज में 3-0 से रौंदा। दक्षिण अफ्रीका के खिलाफ टी-20 और वनडे सीरीज गंवाने के बाद भारत ने विराट कोहली की कप्तानी में टेस्ट सीरीज जीती। 

दूसरी ओर, ऑस्ट्रेलिया के पूर्व लेग स्पिनर शेन वार्न ने मुंबई में एक कार्यक्रम के दौरान कहा है कि वह टीम इंडिया से जुड़ने की किसी पेशकश पर विचार जरूर करेंगे। उन्होंने कहा, "भारतीय टीम बड़ी प्रतिभाशाली है। मैंने इस संबंध में कभी इनकार नहीं किया है हालांकि बतौर टीवी प्रसारक वह काफी व्यस्त हैं। विभिन्न प्रतिबद्धताओं के चलते भी उनके पास समय का अभाव है।" इस संबंध में ऑस्ट्रेलिया के पूर्व तेज गेंदबाज ब्रेट ली ने कहा कि भारत उनके लिए दूसरे घर जैसा है लेकिन व्यस्तता के चलते अभी वह इसको लेकर आश्वस्त नहीं हैं कि टीम इंडिया से जुड़ सकते हैं।"

राहुल द्रविड़ बन सकते हैं टीम इंडिया के अगले कोच

अपने जमाने के धुरंधर बल्लेबाज और भूत‌पूर्व कप्तान राहुल द्रविड को टीम इंडिया का अगला कोच बनाया जा सकता है। बीसीसीआई ने इस बारे में संकेत दिया है। भारतीय क्रिकेट बोर्ड की सलाहकार समिति ने सचिन तेंदुलकर, सौरभ गांगुली, और वीवीएस लक्ष्मण से तुलना करते हुए राहुल द्रविड का नाम सुझाया है।

राहुल द्रविड पिछले एक साल से इंडिया ए और अंडर 19 ग्रुप के इंचार्ज हैं। राहुल द्रविड़ अगर सीनियर खिलाड़ियों का कोच बनने के लिए अपनी सहमति देदी तो उन्हें टीम इंडिया का कोच बनाया जा सकता है। इससे पहले रवि शास्‍त्री भारतीय टीम के डायरेक्टर थे, जिनका अनुबंध टी-20 वर्ल्ड कप तक के लिए ही था। रवि शास्‍त्री का कार्यकाल बढ़ाए जाने की भी चर्चा है। 

बीसीसीआई सचिव अनुराग ठाकुर ने मीडिया को बताया है कि क्रिकेट सलाहकार समिति चाहेगी तो रवि शास्‍त्री का अनुबंध बढ़ाया भी जा सकता है।

इनरव्हील क्लब का स्थापना दिवस समारोह अध्यक्ष उमा पितरिया की अध्यक्षता में मनाया गया। कार्यक्रम में क्लब के प्रारंभिक सदस्यों माया सेठ, छाया गुप्ता, माधुरी निगम, पूनम आगा, सरोज भल्ला और सभी पूर्व अध्यक्षों रोचना अग्रवाल, सुषमा जैन, मधूलिका त्रिपाठी और अर्चना गुप्ता को सम्मानित किया गया। 
इस मौके पर वन मिनट गेम, फैंसी ड्रेस, नाटक, गीत और नृत्य पेश किए गए। फैंसी ड्रेस में मीनू गुप्ता विजेता रहीं। गीत प्रस्तुतिकरण में आशा दीक्षित, शशि सक्सेना, कीर्ति गुप्ता, रितु सिंह, उमा रानी अग्रवाल और नगर अध्यक्ष इरा श्रीवास्तव ने गीत पेश कर सभी का मन मोह लिया। होली नृत्य चरनजीत, हरजीत और जगजीत कौर मिलकर पेश किया।

वेस्टइंडीज की शुरुआत बेहद खराब रही। इंग्लैंड से मिले लक्ष्य के जवाब में बल्लेबाजी करने उतरी कैरेबियाई टीम को दो बड़े झटके दूसरे ओवर में ही लग गए। ‌क्रिस गेल के बल्ले से सिर्फ 5 रन निकले। तीसरे ओवर में लिंडल सिमंस खाता खोले बगैर आउट हुए। सिमंस वही हैं जिन्होंने भारत के खिलाफ सेमीफाइनल में शानदार अर्धशतक लगाया था और भारत को हराने में महत्वपूर्ण भूमिका निभाई थी। 

7 वें ओवर में मार्लोन सैमुअल्स (27) अंपायर द्वारा विकेट के पीछे कैच आउट दिए गए, लेकिन थर्ड अंपायर की दखलअंदाजी के बाद वह नॉट आउट करार हुए। तीन विकेट गिरने के बाद ड्वेन ब्रावो और सैमुअल्स ने विकेट नहीं गिरने दिए और अर्धशतकीय साझेदारी निभाई। 75 रनों की साझेदारी के बाद ब्रावो अपने निजी खाते में 25 रन बनाकर आउट हुए।

न्यौते के बाद पहले बल्लेबाजी करने उतरी इंग्लैंड की शुरुआत बेहद खराब रही। पहले ही ओवर में कैरेबियाई लेग स्पिनर सेमुअल बद्री ने जेसोन रॉय को बोल्ड किया। वह बिना खाता खोले आउट हुए। रॉय वही हैं जिन्होंने नाबाद अर्धशतक की बदौलत न्यूजीलैंड को सेमीफाइनल में हराने के लिए इंग्लैंड कामयाब हुआ था। अगले ओवर में तेज गेंदबाज आंद्रे रसैल ने इंग्लैंड के दूसरे ओपनर एलेक्स हेल्स को एक रन पर ‌चलता किया। इंग्लिश कप्तान इयोन मोर्गन (5) सिर्फ एक चौका ही लगा सके। उनका ‌शिकार बद्री ने किया।

तीन विकेट गंवाने के बाद जोए रूट के साथ विकेटकीपर बल्लेबाज जोस बटलर आए। दोनों ने विकेटों के पतन को रोका और कैरेबियाई गेंदबाजों से लोहा लिया। कुछ ही देर में दोनों बल्लेबाजों की आतिशी हिटिंग से कैरेबियाई गेंदबाज बैकफुट में आ गए। दोनों ने तीसरे विकेट के लिए 33 गेंदों में ही फिफ्टी रनों की साझेदारी पूरी कर ली। हालांकि 12 वें ओवर में बटलर 22 गेंदों में 36 रन बनाकर आउट हो गए। रूट के साथ उनकी साझेदारी 61 रन की रही।

पाकिस्तान में एक भारतीय को पकड़ा गया है जिस पर रिसर्च एंड एनालिसिस विंग (रॉ) का जासूस होने का आरोप है। पाकिस्तान से आ रही ख़बरों के मुताबिक़ इस शख़्स को तब गिरफ़्तार किया गया जब वह मोबाइल फ़ोन पर अपने परिवार वालों से मराठी में बात कर रहा था। निसंदेह, पाकिस्तान से भारत को होने वाले फ़ोन कॉल्स पर कड़ी निगरानी रखी जाती है और इसलिए इस शख़्स को पकड़ा जा सका। उसके पास भारतीय पासपोर्ट भी बरामद हुआ। ये बिल्कुल अलग तरह का जासूस दिखता है, क्योंकि हम जिस तरह के जासूस फ़िल्मों में देखते हैं, उनके पास तो नकली पासपोर्ट होता है और वह काफी प्रशिक्षित भी होते हैं। अगर गिरफ़्तार व्यक्ति रॉ का एजेंट निकलता है, तो मुझे काफ़ी अचरज होगा। ऐसा इसलिए होगा क्योंकि रॉ, सीआईए, मोसाद और आईएसआई जैसी खुफिया एजेंसियों के एजेंट तो आम तौर पर राजनयिक पासपोर्ट के साथ दूतावासों में तैनात होते हैं। मैंने कहीं पढ़ा है कि मौजूदा राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल ऐसी ही एक पोस्टिंग के तहत पाकिस्तान में तैनात थे। हालांकि जहां तक मेरी जानकारी है वे इंटेलिजेंस ब्यूरो (आईबी) में थे, ना कि रॉ में।


आईबी आतंरिक ख़ुफ़िया एजेंसी है, जिसका काम भारतीयों पर नज़र रखना है। अगर आप और विनम्रता से कहना चाहते हैं तो ये एजेंसी भारत में होने वाली गतिविधियों पर नज़र रखती है। अगर डोभाल आईबी में थे तो वे पाकिस्तान में क्या कर रहे थे? वैसे भी इन दोनों ख़ुफ़िया एजेंसियों की गतिविधियों के बारे में हमें जो जानकारी है, वो सिर्फ़ अफ़वाहों से ही मिलती है, वो तथ्यों पर आधारित नहीं होती।
कई बार तो रॉ के प्रमुख को भी ये नहीं मालूम होता है कि एजेंसी के अंदर क्या चल रहा है। दस साल पहले, आउटलुक पत्रिका ने रिपोर्ट की थी कि रॉ में मुसलमानों को नौकरी नहीं देने की नीति चल रही है। रॉ के क़रीब 15 हज़ार कर्मचारियों में से कोई भी मुस्लिम नहीं था। समाचार एजेंसी रॉयटर्स ने जब बारे में रिपोर्ट की तो उसने रॉ के पूर्व प्रमुख एएस दुलत से बात की, जिसमें दुलत ने कहा, “याद नहीं आता कि संगठन के अंदर कोई मुसलमान था।” उन्होंने ये भी कहा, “अगर हमारे पास कोई मुसलमान नहीं हैं तो इससे हमारी क्षमता ही प्रभावित होती हैं। अगर कोई मुसलमान नहीं है, तो निश्चित तौर पर उन्हें लेने के प्रति अनिच्छा का भाव रहा होगा। वैसे मुसलमानों को तलाशना भी आसान नहीं है।”



रॉ के एक अन्य पूर्व प्रमुख गिरीश चंद्रा सक्सेना ने कहा, “ख़ुफ़िया एजेंसियों में मुसलमान अधिकारियों की बहुत ज़रूरत है। कुछ ही लोग हैं जिन्हें उर्दू और अरबी की जानकारी है। इस समस्या को हल करने की ज़रूरत है।” अगर मुसलमान अधिकारियों की इतनी ज़रूरत है और इसे क्षमता पर असर पड़ता है, तो उन्हें नौकरी क्यों नहीं दी जा रही है? ये मैं नहीं जानता। मैं पाकिस्तानी ख़ुफ़िया एजेंसी आईएसआई के कुछ पूर्व प्रमुखों से मिला हूं। उनमें से एक असद दुर्रानी भी हैं जिन्हें मैं कुछ सालों से जानता हूं क्योंकि हम दोनों एक ही अख़बार के लिए लिखते थे। कुछ समय पहले ही आईएसआई से मेरा साबका पड़ा था। मैं हड़प्पा गया हुआ था, जो लाहौर से कुछ ही घंटे की दूरी पर है। मैं वहां सिंधु घाटी सभ्यता को देखने गया हुआ था, जिसे काफ़ी सुंदरता से संरक्षित किया गया था। मैं पहली बार वहां कई साल पहले गया था। जब मैं टिकट काउंटर पर गया था, तो मुझे विदेशी लोगों वाला टिकट दिया गया, यह टिकट स्थानीय लोगों को दिए जाने वाले टिकट से काफी महंगा था।



भारत और पाकिस्तान, दोनों ही देशों की खुफिया एजेंसियों से आकार पटेल का साबका पड़ा है। मैंने पूछा कि उन्हें कैसे पता चला मैं स्थानीय नहीं हूं। तब उसने बताया, “यहां पाकिस्तानी नहीं आते।”
इस बार जब मैं टिकट काउंटर गया, तो मुझे स्थानीय लोगों वाला टिकट दिया गया। मैंने भी नहीं बताया कि मैं भारतीय हूं। कंप्लैक्स के अंदर सलवार कमीज़ पहने हुए एक आदमी आया और उसने पूछा कि आप लोग कहां से आए हैं। हमने कहा, “लाहौर से।” वह चला गया। मेरे गाइड ने बताया कि इस क्षेत्र में आने वाले हर विदेशी का रिकॉर्ड आईएसआई रखती है। जब हम वहां से निकलने लगे, तो वह आदमी दोबारा आया और हमसे कहा कि राष्ट्रीय पहचान पत्र दिखाइए, जो हर पाकिस्तानी अपने साथ रखते हैं। हम पकड़े गए और हमें आईएसआई के दफ़्तर ले जाया गया, जो वहां कंप्लैक्स के अंदर ही स्थित है। वहां हमारे पासपोर्ट का विवरण नोट किया गया। हमें गोलमाल जवाब देने के लिए डांटा भी गया। हमें कहा गया, “क्या आप जानते हैं कि विदेशियों के लिए यहां कितना ख़तरा है?” मैंने पहले ही बताया कि रॉ एजेंट राजनयिक पासपोर्टों के साथ यात्रा करते हैं। रॉ के साथ मेरा अनुभव अक्टूबर, 2001 का है, तब मैं अफ़ग़ानिस्तान युद्ध को कवर करने गया हुआ था। हमें उज़्बेकिस्तान और ताजिकिस्तान के रास्ते जाना पड़ा था और हमें दुशांबे में अगले काफ़िले के लिए इंतज़ार करना पड़ा।

मैं होटल में दो भारतीयों से मिला था, जो सूट और टाई पहने हुए थे। वे हर सुबह नाश्ते पर दिखाई देते हैं और शाम में बार में नज़र आते हैं। हम सब दुनिया भर से आए रिर्पोटर थे लेकिन वे दोनों एकदम अलग थे। जब हमारा काफ़िला ताजिकिस्तान-अफ़ग़ानिस्तान सीमा पर पहुंचा, तब हमारे पासपोर्ट रूसी सैनिकों ने चेक किए थे। सभी रिपोर्टरों को जाने दिया गया लेकिन रूसी सैनिकों ने उन दोनों भारतीयों को दुशांबे भेज दिया था। मैं दो सप्ताह बाद वापस लौटा, मेरा असाइनमेंट पूरा हो गया था। तब मैं एक नदी को पार करते वक्त घोड़े से गिर गया और मेरे पासपोर्ट पर लगी वीजा की मुहर थोड़ी धुंधली हो गई थी। इससे मैं चिंतित हो गया था। होटल में, मुझे उज़्बेकिस्तान ले जाने वाली टैक्सी ख़राब हो गई और मैं अपना बैग पीठ पर टांगे हुए खड़ा था, तभी मैंने उन दोनों भारतीयों को देखा। उनमें से एक ने मुझसे पूछा कि कहां जा रहे हो? तो उसने मुझे लिफ़्ट देने की पेशकश की। वे सफ़ेद मर्सिडीज बेंज़ में थे। सीमा पर मैंने पासपोर्ट निकाल उस पर मुहर लगवाई, जबकि वे दोनों आदमी कार में बैठे रहे। मैंने सीमा पर खड़े ऑफ़िसर को अपनी कहानी बतानी चाहिए तो उन्होंने कार में बैठे उन दोनों लोगों की तरफ़ देखा और मुझे जाने दिया। तब मुझे जाकर अहसास हुआ कि वे दोनों वास्तव में कौन थे। मुझे पता नहीं चला लेकिन रूसी सैनिक और उज़्बेक अफ़सर एक झलक में रॉ के एजेंटों को पहचान सकते थे।
